The Third Amendment:

No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

Very simple and very exact. If you as a homeowner wish to quarter troops in your home you can, but they cannot just force themselves into your home and take it over.
